Planning staff presented a rezoning application Dec. 2 from applicant Timothy Stamper for 1462 New Franklin Road, a 1.1‑acre parcel that had housed a veterinary clinic. Staff said the parcel had historically operated commercially but was technically zoned residential; the new owner must obtain building permits, a business license and submit a site plan to the community development office.
"This item is a rezoning request that was submitted by Timothy Stamper for 1462 New Franklin Road," the planning staff member said, noting staff recommended approval with conditions. The board opened the public hearing; no speakers opposed the rezoning. A motion to approve the rezoning with the stated conditions carried by voice vote.
Staff said the board of zoning appeals and planning commission previously approved the rezoning, and that notice had been posted in the newspaper on Oct. 25 and on‑site on Oct. 28.
