Anderson said the overlay is less intrusive for an occupied maintenance facility, reduces the risk of debris falling into the workspace and offers thermal benefits by adding insulation. Commissioners asked about lifecycle and next steps; staff said the overlay is cheaper by roughly $9,000 compared with replacement and that adding a future membrane over the overlay is a viable path when the next renewal cycle arrives.
Staff presented the overlay recommendation for formal action at a regular meeting; no formal vote occurred during the work session.
