Board approves change order 9 for wastewater plant grit system; grant will cover the cost

Kevin reported that Change Order 9 is required to complete work on the wastewater treatment plant’s grit system after the initial design proved inadequate. He said the redesign has been completed and the new system is working better. "We're still on track to receive our $6,300,000 grant," he told the board, explaining that the grant will offset half the total project cost in the EFC financing arrangement.
Kevin said the total project cost was roughly $12,600,000 and that the grant reduces the amount the county will owe over the EFC financing term: "when we go long term, we're not gonna pay the EFC 12,000,000 over 30 years. We're just gonna pay them 6,000,000 over 30 years." He also said the contractor or engineer covered some of the redo costs and the county’s net additional payment for the redesign was roughly $104,000. The board moved, seconded and voted to authorize the change order; board members confirmed the grant will apply toward the project balance and that the change order will close out punch-list items.
The decision allows the county to proceed to long-term closing with EFC and complete remaining punch-list work. Staff said the grant funds are applied by reducing the outstanding loan amount rather than being disbursed directly to the county.
