Sewer district awarded $25 million for Hudson Falls and Fort Edward separation projects

Kevin, the Sewer District representative, told the Washington County Board of Supervisors that the county received a $25,000,000 grant from Empire State Development to fund two sewer separation projects in Hudson Falls and Fort Edward. "Many of you have heard, if not all of you, the county received 25,000,000 in grants for 2 of the Sewer District projects," he said, and described the projects as large sewer-separation efforts intended to remove storm and rain flow from sanitary lines and direct it to the river.
Kevin said the Fort Edward project (FE1A) and the Hudson Falls project (HF1A) address specific constraints — including a sewer line running through Irving Tissue’s property that must be relocated to allow that business to expand — and estimated the current schedules at about three years for Fort Edward and two years for Hudson Falls. He explained that because ESD will reimburse the county rather than front the full amount, the county will likely need short-term borrowing to cover early invoices: "we might need to borrow around $5,000,000 ish just to pay our 1st batch of invoices, and that'll get reimbursed kinda as we go."
Board members asked about reimbursement timing and engineeirng; Kevin said ESD is discussing four reimbursements rather than a single end-of-project reimbursement, and staff will seek additional water-quality grants to repurpose portions of the ESD funds if other funding is secured. He also thanked Dave for serving as a county liaison on the award. The district said it will proceed with engineering and bidding where ready and expects construction to follow the engineering schedules.
Next steps the board discussed included pursuing water-quality grants to supplement or repurpose ESD funds, completing engineering and bidding for Fort Edward, and creating a short-term borrowing plan to bridge expected cashflow gaps until reimbursements occur.
