KDHE cites multiple violations at Clay County landfill; photos of corrections due May 19

Landfill Director Rhonda Carroll reviewed findings from a Kansas Department of Health and Environment (KDHE) inspection of the Clay County landfill conducted April 8. Carroll reported KDHE cited multiple violations including "failure of the placement of a uniform layer of at least six inches of daily cover," failure to place required intermediate cover, failure to maintain grade and thickness of intermediate cover, failure to maintain run-off controls, and failure to control litter. KDHE also noted household hazardous-waste receiving areas must be constructed of concrete or asphalt and asked for photos showing corrective measures.
Commissioners directed Carroll to make corrections and report back to KDHE; KDHE set a deadline of May 19, 2026 for photos proving corrective action. Amy Kubick of Waste Management had observed that HHW receiving areas were overflowing at the time of inspection and recommended ensuring receiving areas have proper surfacing to prevent waste on gravel.
