Students from Rigby FFA presented research to the Jefferson County board on whether the Teton Dam should be rebuilt, marking the 50th anniversary of the 1976 failure. The team framed the assignment as an educational exercise to present both sides of the debate; their talk included historical context, estimated reconstruction costs and projected benefits.
The presentation cited a wide cost range for a modern rebuild: "a realistic rebuild of the project can be between $490,000,000 to $2,000,000,000," one student said during the presentation. Students and discussants emphasized benefits including increased water storage and hydropower potential; advisers and the Bureau of Reclamation representatives described modern engineering controls (3D geological modeling, multi-zone filtration and seismic monitoring) intended to reduce the risk of past failure. One participant summarized projected hydropower output: "Using hydroelectric calculations equipped with two modern turbines would generate 70 to 100 megawatts at full output," an estimate offered in the presentation.
Opponents and residents who lived through the 1976 collapse raised emotional and ecological concerns: one resident said his family lost livestock and homes when the dam failed, and an environmental commenter warned of harm to Yellowstone cutthroat trout and riparian habitat, citing population declines and habitat fragmentation. Students acknowledged that rebuilding would be complex, with tradeoffs for recreation, fisheries and agricultural water reliability; the presentation concluded that the topic requires more study and public engagement.
Commissioners thanked the students and encouraged further outreach; the county later received visiting congressional staff who said they would follow up on relevant grant opportunities and federal coordination.
