Council adopts $500,000 downtown tree canopy ordinance under federal grant

Port Clinton City Council unanimously adopted Ordinance 21-26 on July 14 authorizing the Safety and Service Director to solicit proposals and enter a contract for downtown streetscape tree canopy improvements, with no cost to the city. Council retained the ordinance's emergency clause so the measure takes effect immediately.
Auditor Gabe Below told council the project is fully funded through the federal Urban and Community Forestry Inflation Reduction Act grant and estimated the downtown canopy portion at $500,000. "This is essentially free money," Councilmember Jerry Tarolli said during discussion, noting the grant is time-sensitive. The motion to retain the emergency clause and adopt the ordinance passed on a 6-0 voice-roll call after Mr. Tarolli moved and Mrs. Gillman seconded.
The ordinance directs the Safety and Service Director to advertise for proposals and execute a contract consistent with the grant award. Council members said the Tree Commission and city staff will coordinate implementation and that plantings are expected to occur according to the grant timeline.
