The Monroe Common Council on June 15 adopted a resolution recognizing Police Chief Frederick Kelly for 46 years of service to the Monroe Police Department and then administered the oath of office to Nathan Fultz as the department’s new chief.
“It's been an honor to serve in the Police Department,” Frederick Kelly said during the council remarks acknowledging his retirement, which the resolution lists as effective 06/07/2026 and records 46 years of service. The council moved and seconded the resolution and approved it by roll-call vote. Kelly added that he was confident in the department’s future leadership.
At the meeting, Mayor Miller swore in Nathan Fultz, who said he was “honored to be sworn in as chief following [Kelly’s] retirement” and thanked department staff and his family. Fultz told the council he aims to “build trust, transparency, and teamwork with our community members,” and pledged to ensure the department provides “fair, reliable, timely, and respectful service to everyone in our community.”
The council’s recognition and the swearing-in occurred on the consent of the body; the resolution and the oath were recorded in the meeting minutes. The personnel changes will be reflected in departmental rosters and future council communications.
