Commissioners approve 30-lot PUD at Kelly Canyon; residents split on economic benefits

The Jefferson County Board of Commissioners voted March 9 to approve a preliminary Planned Unit Development (PUD25-0001) for a 30-lot expansion at Kelly Canyon Ski Resort. Planning & Zoning had recommended the application 3–2. The project proposes clustered two-story cabin units, a private road connecting off E Kelly Canyon Road, and central water and sewer service. The application text lists each cabin as “6000FT” (the unit as written in the application was not specified in the minutes).
Applicants Mike Vansteenkiste and Aaron Swenson presented the proposal; during the public hearing supporters said the cabins would bolster the ski area’s long-term operations. Doug Swanson told the board the project’s impact to the mountain “is huge and is key to keeping Kelly Canyon operating long-term.” Sam Whitlock also spoke in favor, citing alignment with county goals and local economic benefits. Opponent Byron Blakeley said the development was contrary to his family’s vision for the forested area when it was sold to the resort.
In deliberations the board emphasized conditions to address road maintenance and aesthetics. Chairman Hancock advised applicants to ensure conditions are satisfactorily addressed and specifically requested an agreement addressing road maintenance prior to further approvals. Commissioner Young moved to approve the preliminary PUD; Commissioner Clark seconded. The board also amended the motion to include a memorandum of understanding for road maintenance; both motions passed by unanimous roll call.
