St. Bernard Council backs studies for proposed LA 46 grade separator, adds ESIA language

The St. Bernard Parish Council on April 21 adopted Resolution SBPC #2631-04-26 expressing support for a Phase 0 feasibility study, an appropriately scoped traffic study, and an economic impact study for the proposed LA 46 grade separator over the Norfolk Southern Railroad in Arabi.
Councilmember McCloskey moved adoption and Councilmember Randall successfully moved an amendment adding language that “conducting an ESIA prior to project approval will provide decisionmakers, stakeholder, and the public with transparent, evidence-based information” and describing an Environmental and Social Impact Assessment (ESIA) as an internationally accepted tool for identifying and mitigating potential environmental and social effects. The amendment and final resolution passed with Yeas: Cusimano, Moran, Meyer, Randall, McCloskey; Chair Fred Everhardt cast his vote NAY; Amanda Mones was recorded absent.
The resolution does not itself authorize design or construction; it records the council’s support for early-stage studies and for including an ESIA in the pre-approval review. The council’s action means the parish will formally request or endorse feasibility, traffic, economic and environmental/social studies as steps for future decisionmaking.
