County moves forward with CHBP grant for FAS 460 (O'Rourke Bridge); KDOT to cover county match up to $966,879

Road and Bridge Department Head Kurt Demel briefed the board May 4 on the Competitive Highway Bridge Program (CHBP) application for the FAS 460 (O'Rourke Bridge) replacement. Demel said the Kansas Department of Transportation wants projects completed by 2030 and requested final plans by June 2028. KDOT indicated it will cover the county's 20% share up to $966,879; the county remains responsible for preliminary engineering (PE), right‑of‑way acquisition and a NEPA environmental review.
Commissioners approved the KDOT Project Programming Request for Program Year 2027 for the FAS 460 replacement and then approved an Agreement for Engineering Services with Kirkham, Michael & Associates for the PE study. Demel estimated the PE and right‑of‑way expenses at approximately $135,000 and said the bridge will be about 28–30 feet wide and 562 feet long. No detour plan was specified in the meeting; Demel said he was unsure. Both motions passed 3–0.
