County appraiser says home appraisals slightly below market; presents preliminary ratio study and proposed 2027 budget

Appraiser Tina Keeler presented Pawnee County’s 2025 Preliminary Ratio Study and a proposed 2027 budget to commissioners on April 13. Keeler said the State of Kansas’s review shows county home appraisals are currently "a little below the market value." She reviewed appraised and assessed values as well as oil- and gas-related property activity, and reported that a helium operation has been converted into an oil well in the county.
Keeler also reviewed recent appraisal-related legislation (citing HB2644, HB2440 and HB2470) and presented a payroll change notice to move an Office Assistant III from Step I to Step II; the board approved the personnel change 3-0. Keeler’s presentation included budget and staffing items she asked the board to consider as staff prepares the 2027 budget.
