County council and commissioners review ARP options and December obligation deadline

He explained interagency agreements must include specific scope, signatures and binding language to be valid for obligation.
Schemenaur listed possible uses that could be obligated before year‑end: an interagency agreement to support a 68‑acre development project (potentially contingent on READI funding), partial funding or matches for countywide broadband, and radio‑system purchases that could be offered as a county match for smaller municipalities. Commissioners discussed the need for contingency plans if READI or BEAD awards do not materialize and asked staff to return with further options; no ARP contract awards were made at the session.
