The Greater Lowndes Planning Commission unanimously recommended approval of a rezoning that would change approximately 4.8 acres at 4130 Old Bemiss Road from R‑1/R‑10 residential to C‑G (General Commercial), clearing the way for renovation and commercial reuse of the old Webb Fish Farm buildings.
Planner JD Dillard told commissioners the property is within the Urban Service Area and the Suburban Character Area, which support C‑G zoning. The Technical Review Committee recommended approval with two conditions: (1) prohibit certain uses including alcohol package stores, cemeteries, clubs, car washes, gas stations, hotels/motels and vehicle sales lots; and (2) require that any vehicular ingress/egress off Old Bemiss Road include paving from that ingress to the nearest paved street and make the property owner responsible for design, right‑of‑way acquisition, utility relocation, railroad crossing improvements, and construction costs.
Applicant representative Jack Langdale (Southern Forrest Holdings) said the company plans to renovate the existing buildings "for a mix of storage and office uses" and suggested ideal tenants would include lawn care services or bookkeeping offices. Langdale said the developer preferred not to pave Old Bemiss Road in full and would limit permanent access points, using a current dirt access only as a temporary construction entrance. Commissioner comments focused on buffering standards and infrastructure obligations. Commissioner Tommy Willis moved to recommend approval of condition one and a revised condition two; Commissioner Calvin Graham seconded and the motion carried 10‑0.
The TRC’s recommended buffering (30 feet with specified plantings, or a reduced buffer with a 6‑ to 8‑foot opaque fence) and the approved exclusions on certain commercial uses will apply at the development stage. The zoning recommendation is advisory; final action will be taken by the applicable local member government per the hearing schedule announced at the meeting.
