Retail Operations Manager Dave Anglum told the Council that mid-year sales and profits at City-run retail operations are down but remain on target for the planned fund transfer, attributing part of the decline to Marketplace remodel timing. Anglum presented category-level dashboards showing consumer trends (growth in higher-priced small-pack purchases, ready-to-drink beverages, and nonalcoholic options) and outlined operational goals: refine selection, grow basket size, cross-merchandise, and enhance customer engagement. "The soft opening went as expected," Anglum said, noting the remodel limited promotion and attendance but that customer feedback has been positive.
Anglum also updated the Council on the cannabis dispensary: lighting issues and security requirements have delayed final steps; once security is in place the City will submit standard operating procedures (SOPs) to the state. He said staff expect to submit SOPs "in the next 10 days" and expressed hope the dispensary could begin sales in "the next two to three months," while noting possible supply constraints. Council approved Resolution 26-051 to allow the Marketplace retail store to host a grand reopening special event on July 18, 2026; Anglum described drawings, cupcakes, a specialty THC beverage for the event, and firefighter participation for a community-focused opening.
