William Tepols of Summit Design and Engineering walked commissioners through multiple substantive edits to the draft comprehensive plan during the Feb. 23 meeting. He said the update used current Surry County assessor data to revise the existing land‑use map and added clarity on manufactured housing policy "in accordance with the Code of Virginia" to meet statutory requirements.
Tepols also described a new solar overlay intended to identify existing solar facilities and to encourage siting that preserves rural character while enabling renewable generation, and he said the Route 31 corridor opportunities report (prepared with the Virginia Chapter of the American Planning Association) was incorporated as a small‑area plan to address multimodal transportation, housing diversity and commercial development along Grays Creek Marina and Bacon's Castle.
