EDC/CDC Approve Minutes, Several Agreements, Move to Executive Session and Adjourn

By voice vote the boards approved minutes from Sept. 18, an amendment to a Chapter 380 agreement for the Cambria hotel, two development agreements (North Lake 156/14 and Denton Cross Timbers), moved into executive session and adjourned at 7:11 p.m.
The boards took several formal actions during the joint meeting. Members moved to approve the Sept. 18, 2025 joint meeting minutes by voice vote. They authorized the town manager to execute a Chapter 380 amendment for Northgate Innkeepers (to accommodate a Nov. 4 certificate of occupancy), and they authorized execution of two separate development agreements: one described as North Lake 156/14 (warehouse development with construction-sales-tax reimbursement contingent on situs) and another with Denton Cross Timbers Partners LLC to extend sewer/water infrastructure with a proposed $1,000,000 public participation reimbursement split 50/50 between the boards.
Chair motions placed both boards into an executive session by consent; the EDC/CDC reconvened to open session at about 7:10 p.m. and adjourned by consent at 7:11 p.m. Staff said counsel had reviewed the Northgate amendment and that reimbursement and public participation payments would be made only after required conditions and acceptance of completed work. The meeting record shows all noted motions passed by voice vote.
