Council approves TIRS boundary expansion and interlocal agreement for infrastructure financing

At the Oct. 9 meeting the council convened as the Tax Increment Reinvestment Zone (TIRS) board and approved an amendment to add approximately 156 acres planned by Provident Industrial. Nathan (speaker 10) said the amendment expands the zone to include the tract, establishes a maximum 30‑year term for that portion, and ties new public improvements (water, sewer, drainage and roads) to the property.
Nathan explained financing priorities for the added tract: 50% of the town's ad valorem tax increment from the property (less administrative costs) would be used toward the project costs; the TIRS will only pay what it collects and no town‑backed general obligation bonds are planned. "The TIRS only pays whatever it gets," Nathan said, summarizing the funding constraint. The board approved the amended project and financing plan unanimously.
Council then approved an agreement assigning the Northlake Freshwater Supply District responsibility to manage and implement the TIRS projects, reimburse developers where applicable, and issue revenue bonds limited to available TIRS funds; priorities are district bond debt, project reimbursements, then any remainder to the town. Council approved the interlocal agreement unanimously as part of the two‑step process required for TIRS items.
