The proposed new garage meets zoning and was described by staff as similar in height, massing and finish to the original; staff recommended approval with conditions. One condition added at the meeting was that a rear garage door would be allowed only if it is not used for vehicular access because the property lacks the required 10‑foot back‑out distance from the alley.
Applicant Cathy Beltran confirmed she understood the condition and that a rear door could exist but not be used for vehicular access or be paved for a driveway. A board member moved to approve the HRPB Project Number 25‑00100229 for demolition and new construction based on competent substantial evidence in the staff report and applicable regulations; the motion was seconded and the board voted unanimously to approve the project with the staff‑recommended conditions.
