Board authorizes negotiations with Holland & Hamrick for county crisis-center design under $6.5M budget

Dr. Katie Samuels presented the vendor-selection report for an architectural and engineering firm to upfit a county building into a 16-bed facility-based crisis center for short-term stabilization and detox, explaining that the RFQ closed May 18, six proposals were evaluated and three finalists interviewed. Samuels said Holland & Hamrick scored highest on the evaluation criteria — experience, approach, personnel and schedule — and that staff plans to negotiate A/E services within a $6,500,000 project budget; she said the county aims for a potential opening in September 2028.
On motion, commissioners authorized the county manager to enter negotiations and to execute associated agreements with Holland & Hamrick, PA, subject to county-attorney review. Samuels said the selected provider for services inside the facility will be contracted later and that the county will own the building while the provider manages staffing and operations.
