Planning staff presented ZMA 2026-03, a rezoning request from Shane Roper to change 0.4 acres at 1458 US 70 West (parcel PEN 1762-64-1557) from Residential-2 to General Business to legitimize an existing mulch yard and allow small-scale local business uses on a highway corridor near Glen Alpine. Staff explained the parcel is inconsistent with the county’s residential infill future land-use designation but aligns with broad comprehensive-plan goals to cluster economic development along major highways. The Planning Board recommended approval 5–0 after the applicant addressed sight-line concerns with NCDOT.
No members of the public spoke at the hearing. Commissioner Berry moved to adopt Ordinance No. 2026-08 amending the zoning map and future land-use designation; the motion passed unanimously, recorded by the clerk as unanimous. The adopted action changes both the zoning district and the future land-use map for the parcel described in the ordinance.
