Holly Harris proposed establishing a recreational area at the Konocti Regional Trail for hiking, birdwatching and walking, saying it would be "a major boon to the Northshore" and noting letters of support from several entities. She emphasized the plan would only use property already acquired by the Middle Creek project.
Dr. Pawan Upadhyay cautioned that some access issues involve levees and said DWR would need to help with access. Supervisor Crandell noted that MA17 fees collected via taxes are intended to pay for levee repair; speakers also discussed which sections are maintained by the state versus the Watershed Protection District.
