The commission identified gaps in the bylaw’s treatment of camps and campgrounds and recommended splitting the standard between small (1–3 sites) and larger (4+ sites) facilities. Minutes advise treating 1–3 campsites as a permitted use while keeping traditional campgrounds of 4+ sites subject to conditional use review to reflect different scales of impact.
PC asked NRPC to consider whether the state definition in the WWPWS rules might work and to suggest an appropriate day limit that should qualify an activity as a 'camp.'
