Kane County adopts resolution supporting congressional review of Grand Staircase'Escalante plan

Kane County commissioners voted to adopt Resolution 2026-6 supporting congressional review of the Grand Staircase'Escalante National Monument Record of Decision (published in the Federal Register Jan. 13, 2025) during the Jan. 27 meeting.
Commissioner Celeste Malloy introduced the item and called on Taylor Glover, the county's government affairs director and public-lands director, to outline the county's concerns. Glover identified coordination shortfalls during the plan's development and cited specific concerns including a reported reduction of 67,000 annual animal-unit months (AUMs) in the plan, the potential for allotment retirement if an NGO purchases an allotment, and extensive areas designated as "primitive" that would restrict dispersed camping, target shooting and other uses. "We would like to take another look at the plan," Glover said, describing the county's interest in greater coordination with the BLM.
Commission debate reiterated concerns about local input, cultural and generational stewardship, and the plan's impact on ranching and recreation. Commissioner Malloy framed the resolution as a legal and constitutional check on agency rulemaking and moved its adoption; commissioners approved the resolution by voice vote.
The county's action is an expression of local government support for congressional review; it does not by itself change federal management but signals the county's request for a federal review of the record of decision and accompanying plan.
