The Howard County Alcoholic Beverage Hearing Board approved Sept. 10 a change of resident agent and change of licensee for the Class GC beer, wine and liquor seven‑day license for Kemper Sports Maryland LLC, trading as Timbers of Troy Golf Course. The board approved naming Ronald William Spano (food and beverage manager) and Jeremy Samuel Goldblatt (Kemper officer) as the licensees and resident agents.
Counsel (Miss Gallerie) described the change as a routine substitution and said both proposed licensees were available for questions. The board swore in Ronald Spano, who described several prior roles involving sale and service of alcohol and explained staff carding and seasonal training practices: "With every new season... we do have to send them in for tips training," he said. Board members had no objections. The motion to approve, moved by Mr. Hunt and seconded, passed unanimously; the applicants waived their right to appeal.
