Timothy I. Martins told the Howard County hearing examiner he built the garage in 2010, acknowledged earlier errors in his own measurements and paperwork, and said he obtained multiple permits on the house over time. Martins said, “I was totally in the wrong,” and told the examiner he handled much of the initial paperwork himself because of limited funds.
Martins said after the initial variance he later sought to add a room, at which point zoning staff told him the plat was unclear and recommended a professional boundary survey. He said he paid roughly $2,800 for that survey, produced updated location drawings and photos for the record, and volunteered the present setback problem rather than waiting for enforcement.
