County counsel and staff advise board to clarify goals and coordinate with council

County legal staff and planning staff advised the board to clarify its goals for rules revisions, consult counsel and council members, and use the Aug. 29 hearing as a public forum for a framework before detailed drafting.
Board members repeatedly raised questions about the board’s authority and how the County Council’s legislative actions interact with Board rules. The county’s legal representative was asked for guidance; counsel and staff said the board may recommend rule changes but that code or charter changes require council action and that a joint approach or early council input would reduce the risk of wasted effort.
Staff suggested the board present a draft redline to council members for feedback. Chair Ryan recommended one-on-one member conversations before returning with a concise framework. The board directed staff to add the rules-framework as a preliminary matter for the Aug. 29 hearing and canceled the Aug. 8 work session.
