Howard County Board of Appeals proposes two‑phase rewrite of its rules of procedure

Chair Gene Ryan opened the Aug. 15 Howard County Board of Appeals work session and proposed a two‑phase approach to update the Board’s operating rules. "I propose that in order to move this forward, we break it up essentially into 2 main phases," Ryan said, inviting board members to refine and approve a draft rulebook that would align with the charter and existing code.

The first phase Ryan described would produce a document titled "Board of Appeal Rules of Process and Procedure," written in the style of internal rules but cross‑checked against the Howard County Charter, Howard County Code (Title 16 and Title II administrative procedures), and the Maryland Administrative Procedure Act. Ryan said the draft should include a purpose statement for each proposed change and, where relevant, an estimate of economic impact. The board discussed training as a separate third meeting topic to ensure members understand new or revised procedures.

Board members asked that Ryan circulate the draft before the next meeting so members can read and digest it. Staff and members discussed a workflow in which individual proposed language changes would be submitted in advance, compiled by staff and distributed to the board at least seven days before each work session.
