Applicant seeks conditional use to operate home-based physical therapy clinic in Howard County

La la Cho, the applicant and a postpartum pelvic-floor specialist, told the Howard County zoning hearing she is requesting conditional-use approval to operate a one-on-one physical therapy practice in the walk-in basement of her home. "I am applying through Howard County zoning to establish an office in my walk in basement of my home, a physical therapy practice with myself as the sole practitioner," she said.
The presiding official reviewed the county criteria that must be satisfied for a home-occupation conditional use, including harmony with the Howard County general plan, potential adverse effects, parking and access, and limits on floor area. La la Cho said she submitted a written plan prepared with an engineer showing room layouts and measurements and confirmed she holds a Maryland physical therapy license.
The applicant described operations as limited and staggered to reduce neighborhood impact: roughly one patient per hour for 60–75 minutes, and about 12–15 hours of work per week. "They will not be scheduled back to back," she said, and patients would use her private driveway for parking. She also said she maintains an office in Columbia and does not intend to work from home full time.
At the close of the hearing the presiding official said testimony was concluded and that the case would be taken under advisement; a decision and order will be issued shortly.
