Planners press TRORC on liability for appeal fees; TRORC to research; CHIP cited to offset construction costs

At the Feb. 11 special meeting, Planning Commission member Evangeline James asked whether the Town would be liable for attorney fees if a developer files an appeal with the Development Review Board. Pete Fellows of TRORC said he believed the Town would not be liable for all attorney fees but committed to researching the question and clarifying TRORC's status in such cases.
In related discussion, Selectboard Chair Susan Culp asked how other Vermont towns have responded to Tier 1B; Fellows replied that high construction costs have discouraged many communities from substantial new building and pointed to the State's Community and Housing Infrastructure Program (CHIP) as an initiative designed to help with infrastructure and housing costs. No definitive legal guidance was provided during the meeting.
