Trustees, planners warn Tier 1B could limit historic-preservation review and public appeals

During the Feb. 11 special meeting, Robin Barone, chair of the Newbury Village Trustees, asked whether opting into Tier 1B would remove historic-preservation parameters and limit public appeal rights. Pete Fellows of TRORC replied that Tier 1B would add some leniency to Act 250 criteria and could limit certain appeal options, but he said the Town retains the ability to adopt local guidelines to address preservation concerns.
Barone framed the question as a direct concern about how local historic resources would be reviewed under the new tier; the minutes record that Fellows 'responded affirmatively' to the possibility of reduced preservation parameters and also noted the Town could incorporate some of the Tier 1B guidelines into its own review process. No formal action or change to Newbury's local rules was taken at the meeting.
