Council adopts updated transit rider handbook and modest fare increase

The Alliance City Council on March 3 adopted Resolution No. 26-03, approving an updated Public Transit Rider Handbook required for continued Federal Transit Administration (FTA) Section 5311 funding. The handbook clarifies rider rights, safety rules, accessibility provisions and service policies.
As part of the update, council approved a fare change effective Feb. 1: standard in-town fares increased from $1 to $2 per one-way trip/stop, and the Alliance Municipal Airport one-way fare rose from $5 to $7. Staff said fares had not increased since the city assumed transit operations in 2017 and cited higher fuel, maintenance and labor costs. The handbook also includes a buy-one-get-one (BOGO) promotional program that matches pre-pay purchases up to $300 per rider during the sale window to assist low-income and elderly riders.
Staff reported a Title VI equity review and concluded the change is applied uniformly and unlikely to cause disparate impact; staff committed to monitor ridership and fare impacts. Public Transit Director Smith told council she had received feedback from three clients, "all of whom were understanding." The council approved the resolution 5-0.
