Council members divided on whether the city should permit porta-potties in residential or civic-center areas, with concerns about aesthetics, duration of placement and precedent for other businesses. Several members expressed willingness to allow porta-potties if conditions (screening, maintenance schedule, limited season) are required and if the operator agrees to keep them out of public view. Staff will request a written legal opinion and advise the council whether short-term temporary permits or code changes are needed.
