City administrator proposes two short retreats to refresh Lowell strategic plan

City Administrator Max Baker proposed a two-retreat approach to update Lowell’s strategic plan at the Feb. 17 meeting. The first retreat would review the existing strategic plan (which expired in 2025) and assess whether the five main goals—organizational excellence, fiscal responsibility, dependable infrastructure, sustainable development and exceptional quality of life—remain appropriate. The second retreat would develop supporting goals under each category.
Baker said including the strategic plan in the budget document would satisfy requirements for a municipal award. He will circulate adopted strategic-plan documents for council review and send scheduling polls to set dates for both shorter retreats. Baker also reminded council members that City Administrator evaluations are due to the mayor by Friday and can be submitted electronically or printed at City Hall.
