Paul Peterson, superintendent of South Coast ESD, told the board the Local Service Plan (LSP) on the agenda was unchanged from the prior year and had been reviewed and approved by the region's superintendents and the ESD board. "I'm Paul Peterson. I'm the superintendent of South Coast ESD," he said while outlining the LSP review process and the plan’s tiered services.
Trustees discussed the recommendation and one member requested separating item 7.5 from the grouped approvals. The board then approved items 7.1–7.4 in one motion and took a separate vote to approve 7.5, the Local Service Plan. The motion to approve 7.5 was made by Steve and seconded by Marsha; the board recorded the voice vote in favor.
Peterson said the LSP is designed to give districts flexibility to choose tier‑2 services and that tier‑2 choices make up about 95% of ESD resolution dollars while tier‑1 core services benefit all districts. The superintendent and board members indicated copies of the document could be shared with trustees who wished to review it more closely before the next meeting.
