The Veneta City Council authorized the City Administrator to sign an intergovernmental agreement with the Lane Council of Governments (LCOG) to prepare a Housing Capacity Analysis required under Oregon land-use law. City Administrator Matt Michel described the study as "foundational, legally required" and said it will underpin any future code or urban growth boundary changes.
Michel reported the cost for the analysis is $55,000 total, which had been negotiated down from a higher initial figure. Councilor David Voltz asked when the last analysis had been completed; Public Works Director Kyle Schauer confirmed LCOG performed a similar component more than 10 years ago as part of the city's comprehensive plan work. Councilor Alexa Benson asked whether the analysis would address homeless and transitional housing; Michel responded that such topics were emerging issues not clearly integrated into the specific type of state-mandated capacity analysis and therefore were unlikely to be included.
After questions, Councilor Maureen Wright moved to direct the City Administrator to sign the IGA with LCOG; Councilor David Voltz seconded the motion, which passed 4-0. The council did not amend the agreement at the special session; staff indicated they would proceed to keep the project on schedule.
