Council discusses phone‑use policy, records risks and stipend options

Shay outlined a proposed phone policy covering personal use, stipends, secondary phones, long‑distance and emergency use. The draft borrows language from existing personnel policies and proposes either a stipend for personal phones used for work duties or issuing secondary phones to staff who require them for official duties.

A council member asked whether employees who use personal devices for work risk having personal data subpoenaed; Shay said work‑related content could be subject to requests and that legal counsel should review the policy. "From my nonlegal perspective... an employee that uses their personal phone for work time could potentially have that information that's on their personal phone... requested," Shay said. Council members requested additional guidance from the city's attorney before adopting any policy that would affect employee devices.
