Reclamation confirms no new one-time RIP depletion charge for renewed contract

Reclamation told Daggett County officials that the one-time depletion charge under the Recovery Implementation Program (RIP) was already paid for the thousand acre-feet deliverable and will not be required again for the renewed contract.
Jeff Hardy explained that the initial response had been that the county would have to pay again, but Reclamation staff raised questions and verified that the county's prior one-time payment covered the contract deliverable. "You have paid that one-time depletion charge ... so you do not have to make another RIP payment on the renewal contract," Hardy said. Reclamation said it will delete the prior RIP-charge provisions from the draft and add a clarifying sentence referencing article 7 of the 2001 contract to reflect that the RIP depletion charge for the deliverable has been fulfilled.
County participants expressed relief at the clarification; Reclamation staff noted that additional depletions beyond the 1,000 acre-feet remain subject to NEPA and further RIP charges and would require separate review.
