Board of Appeals debates adding alternate members to avoid split votes and delays

Chair Gene Ryan told the work session the alternate-member proposal was intended to prevent 2–2 split votes and the delays they can cause, noting earlier cases where a split created months of delay. "I found that of the, I think, 11 charter counties, the vast majority of them all have alternate members already," Ryan said, urging the board to prepare draft language for legal review.
Members questioned the legal viability of alternates under the Howard County Charter and whether alternates must preserve political-party limits (the charter bars more than three members of the same party on the board). The council administrator and office of law advised the board to provide specific draft language for counsel to evaluate; the board agreed to prepare concrete proposals and to defer final judgment to the council and counsel. The board also discussed logistics — whether alternates would be countywide, how a pool would be selected, whether alternates must match a replaced member’s party to preserve charter limits, and how alternates would be trained and assigned to hearings.
