The Board of Equalization convened an extended protest docket on July 13, 2011 to hear contested valuations for farms, residences and commercial parcels. The board read dozens of protests into the record and considered assessor testimony and contracted-appraiser inspections. In several cases the board voted to lower assessed values after physical inspection: for example, officials recorded motions to lower values for Michael McKibbin and several residential properties where the house condition was changed to “poor” and depreciation was applied.
A prominent outcome involved Triangle Pacific Corporation (parcel 640035205). The county assessor applied a market adjustment and recommended economic obsolescence for the industrial building; the minutes report the assessor’s reduced overall value and the board voted to lower the value due to the property’s condition and market circumstances. The resolution for that parcel recorded a motion by Commissioner Hutton to lower value and a unanimous roll call in favor. The minutes note: "After inspection and review, Hutton made a motion, seconded by Bohling to lower the value due to the condition of the property" (SEG 075). The July 13 hearing also produced clerical corrections and multiple acceptances of assessor testimony per Neb. Rev. Stat. 77-1301 (assessment date and statutory basis), and the board approved a process to handle late homestead filings and a homestead-extension window through July 20, 2011.
