Resident says stormwater tiles remain broken; mayor pledges repairs before winter

Charles Comstock of Essex Road used the communications-from-citizens portion of the Sept. 2 meeting to renew a complaint that stormwater drain tiles on his and neighboring properties remain damaged and that prior reports (dating to 2016) went unaddressed.
Mr. Comstock told the council he and his neighbors have tiles damaged on their properties and that prior reports did not prompt lasting repairs. Mayor Jarvis agreed that two tiles had collapsed and later another collapsed during investigation; he added that the recent failures prevent camera inspection. "Currently they are unable to get the cameras through because of the recent collapse," Mayor Jarvis said.
Mayor Jarvis assured Mr. Comstock that Administrator Them has a plan and that repairs would be completed "before snow flies." Mr. Comstock also suggested council members consider doing more visible, on‑the‑ground reporting of zoning violations to reassure residents.
The council did not record a motion or timetable beyond the mayor’s pledge at the Sept. 2 meeting.
