Trustees delegated contractual authority to the superintendent to obligate McKinney ISD under Texas Education Code for the purchase of attendance credits to address recapture obligations for the 2026–27 school year. CFO Marlene Harbison explained the routine but legally specific language required: the district will remain a chapter 49 recapture district and must execute agreements for the purchase of attendance credits as needed.
Harbison estimated recapture at roughly $8 million for 2026–27 but said the exact amount will be determined in the end-of-year setup and certified reports. The motion to delegate authority and approve the attendance-credit agreement was moved and seconded and carried by voice vote. The board authorized the superintendent to finalize agreements consistent with the required statutory language.
