Staff presented proposed amendments to the commission's rules of procedure, noting the current rules were adopted in 2014 and several updates are proposed to align the commission's procedures with recent legislative and administrative changes. Key items included adjusting the timing for election of officers to match appointment schedules, adding a requirement for annual training, updating special-meeting posting timeframes to match state law and removing references to the Capital Improvements Advisory Committee and a separate custodian-of-records reference.
One commissioner expressed concern about removing the ability for the public to address items not on the agenda and moved to amend the proposed changes to retain that provision. "I would support us keeping allowing individuals to address items not on our agenda," the commissioner said. The motion to amend the proposed rules to preserve current public-comment provisions passed by vote, and staff noted the rules require consideration at two meetings, so the amendments will return to April for final recommendation and then be forwarded to City Council.
The proposed administrative edits also adjust the order of business and clarify executive-session placement; staff presented the package for feedback and indicated a second meeting is required for final action.
