When council pulled the item for discussion, a council member asked about a shortfall listed for "cable TV" franchise fees; staff replied, "That is the $22,000. It was over budgeted, so we're decreasing the revenue line item," and explained that cable franchise receipts have declined as consumers move to streaming services. The council also questioned a transfer of opioid funds; police staff said the transfer would allow purchase of a "very, very robust piece of equipment" to aid in narcotics identification and that the funds are from the opioid account. The police presentation described the item as relatively expensive and that additional appropriation was required to complete the purchase (staff phrased the transfer as "about $800,900" in the record).
Council voted to approve the ordinance on a unanimous vote. No member recorded a dissent on the motion.
