The City of Midlothian on March 24 approved a Planned Development rezoning for a 7.48‑acre site adjacent to Midlothian Heritage High School after the applicant made several revisions intended to reduce traffic and compatibility concerns. Staff told council the application remained inconsistent with the comprehensive plan and raised issues about traffic, drainage and residential adjacency and recommended denial.
“Staff recommends denial of the request due to comprehensive plan and consistency surrounding zoning land use incompatibility,” the planner said. The applicant replied that they had removed previously proposed drive‑throughs, consolidated phase‑3 lots into a single pad and reduced square footage for certain buildings; the developer said these changes responded to Planning & Zoning and council concerns. “We removed the drive through that we had in the original plan,” the applicant said, noting additional sidewalk and buffering commitments.
Council members debated the timing of TxDOT road improvements, sidewalk plans, connectivity and the phased approach; supporters argued that the proposal would provide neighborhood‑serving retail and daycare that residents need, and that phase 3 would return for detailed site plan review. After discussion council approved the rezoning on a 5–1 vote.
