During second readings and public hearings the council approved a batch of zoning and specific-use designation items covering lots across Midland, including requests to allow on-premises and off-premises alcohol sales for restaurants and a rezoning to permit construction of a Dave & Buster's at 6023 Andrews Highway. Planning staff said no objections were received for most items, the Planning and Zoning Commission recommended approval where required, and the proposed uses met the comprehensive plan and distance restrictions (for example, a 300-foot front-door-to-front-door measurement from schools where applicable).
Council members asked staff questions about traffic-impact studies, shared parking and design standards for large undeveloped sites; staff noted master zoning and study requirements remain for larger developments and that future design reviews will provide additional oversight. Most items passed unanimously; one rezone (item 36) passed 5–1 after public objection about landscaping.
