Commission discusses drainage, paving and county standards before recommending Midland County jail plat

The commission reviewed a reinstatement and a final plat for a 236.34-acre Sheriff Gary Painter subdivision proposed for a Midland County jail site. Staff initially recommended denial of the final plat because of outstanding engineering items — specifically an approved drainage study and deferrals or pavement letters — but said the preliminary plat reinstatement was appropriate given prior approvals.
Josh Wallander, representing Midland County, told the commission the county had its own drainage approval process and that the drainage manual and associated report were submitted (originally in December 2025 and resubmitted recently). Engineering manager Adrian Acosta told the commission that staff had reviewed the drainage materials and "we have confirmed that it is approved for planning purposes." Commissioners discussed whether paving to city standards is required given county maintenance of the roads; staff said that decision may rest with city council. After discussion, commissioners shifted from a motion to deny to a motion to approve the request to move it forward with the understanding outstanding paving decisions may require council consideration.
