Supervisors approve four‑day circus at Oxford Valley Mall parking lot

The Middletown Township Board of Supervisors voted unanimously to grant conditional use CU26‑1 to Cirque Entertainment 3 LLC to stage a four‑day circus in the Oxford Valley Mall parking lot at 2300 East Lincoln Highway from Oct. 2 through Oct. 5. Solicitor James Esposito opened the hearing, entered applicant exhibits and review letters into the record, and noted the property’s Bucks County tax parcel number referenced in the application.
Mark Landon, representing the applicant, and township staff reviewed the proposal and site plan. Township counsel and staff said the planning commission had recommended approval at its July 1 meeting and that routine permits and inspections — including escrows for police, fire and emergency medical services — must be posted before the event. Supervisor Mike Kiesak moved the approval; the motion passed 5–0. Esposito explained that the relief sought is from ordinance section 500‑24‑10(g) allowing temporary community events and temporary carnivals in the GB General Business District and that the board retained the authority to require permits and conditions.
The board’s action authorizes the applicant to pursue necessary permits and to coordinate with the township’s public‑safety offices on staffing and inspection requirements. The township advised residents the event remains subject to final permit approvals and any conditions imposed by the fire marshal, traffic engineer, or police department.
