The Missouri City Council spent the special meeting focused on direction for three ordinance packages and then conducted a closed executive session.
Staff asked for council direction on proposed ordinances covering EV charger regulations, rental standards (short-term/long-term and senior housing), and handling of inactive building permits. Council members asked staff to (1) require permit application mock-ups for EV charger placement, consult ChargePoint and Tesla on technical guidance, and consider residential screening; (2) use a third-party vendor to identify short-term rental listings, collect fees and remittances and present program details to HOAs on April 23; and (3) coordinate permitting, code enforcement and court staff before finalizing inactive-permit timelines and extension language.
The council recessed into executive session at 6:29 p.m. under Texas Government Code sections 551.071 and 551.074 and returned at 7:24 p.m. The mayor asked for any motions; none were made and the special meeting closed at 7:25 p.m. Staff told council the EV ordinance could return for a first reading on May 4 and a second reading on May 20 if vendor feedback is timely.
