Murphy City Council approved awarding the FY2026 sidewalk replacement contract to NEOM LLC for the low bid of $279,446.03 and authorized a 25% change order (approximately $69,861.51) that could raise the total to $349,307.54.
Staff said the bid covered about 2,275 square yards of sidewalk and explained that the 25% change order — allowed by state procurement rules — would add roughly 41 additional locations prioritized by the worst trip hazards. "Neom had a very favorable bid of the $279,446.03," a staff presenter said. The work is expected to target South Murphy and other areas with documented trip hazards; staff said the contract includes a 120-day completion window but that schedule adjustments may be made administratively to account for the change order. Funding for the project comes from the street maintenance fund (Fund 24), which staff confirmed is sales-tax revenue reauthorized by voters.
Council members asked about vetting the contractor, quality control and inspection; staff noted BHC engineers vetted the contractor, provided references, and that a new construction inspector and project manager will monitor work. The council approved the award and change order unanimously.
